When you register a vehicle in Japan you may need documents showing that a parking place (garage) is secured. The KMC JAPAN member portal now includes a parking-location certificate (車庫証明) workflow.
The printed form body stays in Japanese, as required for filing. The portal chrome can be switched between Japanese and English.
What you get
The pack follows the National Police Agency unified form (December 2025; Form No. 1 under the parking-place enforcement rules):
- Application for a parking-location certificate (copies ① and ②)
- Location map and layout diagram (A4 landscape)
- Self-certification if you own the place, or a usage-consent certificate if the place is leased or shared
Paper size is JIS A4 landscape. Print from the browser or download a PDF.
Map pins and the location diagram
The parking place must be pinned on the map. You can also pin the registered base (通常は使用の本拠). The two points are joined with a straight line and the distance is written. As a rule of thumb the parking place should be within about 2 km of the base. If both are the same point, the location map can often be omitted.
The location diagram uses Geospatial Information Authority of Japan standard map tiles so nearby roads and landmarks are visible.
Layout diagram
In the layout column you can drag stalls, neighbouring buildings, vacant land, and the adjoining road, and record stall size and road width. A print-style preview updates as you edit.
How to start
- Create a free account and verify your email
- After login, open “Parking certificates” in the sidebar
- Enter applicant, vehicle, police station, base and parking addresses with pins, and the layout, then save
- Print or download the PDF for filing
If you are already signed in, go to the parking-certificate list.
Please note
This tool helps you draft and print forms. Always confirm the latest instructions, attachments, fees, and deadlines with the police station that has jurisdiction. Certificates are typically valid only if issued within about one month before the registration application. This is not tax or legal advice.
